Portal Wont Load Too Many Redirects

If on logging in you keep getting asked to repeat the login until it brings up this error

ERR_TOO_MANY_REDIRECTS

Someone has put the current homepage URL in the Homepage Redirect field. As you won't be able to access the Options GUI change this field

Then Restart the Website on IIS
