ER2 Squid Sync Improvements

ER2 - Squid person cards and purses sync improvements

A Squid Service package is available via FTP at /SyncMasterInstalls/Hotfixes/SquidService_04072022

Now, when a person received from Squid has an External Ref that we cannot match, Squid service will create a new person record in ER2 and save their cards and purses.As specified, persons received from Squid that have no External Ref or have the External Ref as "not-set" will not be saved.
